Phil Kirby’s five-decade career in education has shaped Lake County’s schools and communities. From pioneering programs to advocating students’ needs, his legacy of dedication and leadership continues to inspire future generations in the area.

Honoring the Legacy of Phil Kirby

On February 4, 2025, the Lake County Board of Supervisors, led by Board Chair and District 3 Supervisor Eddie Crandell and Vice Chair and District 4 Supervisor Brad Rasmussen, recognized Phil Kirby’s five decades of service, emphasizing, “Phil’s work has been transformative for our community.”

During the ceremony, Rasmussen read the official Proclamation, noting, “Phil Kirby’s work has shaped the lives of students in ways that will be felt for generations.” Kirby’s career began in 1971 with a Bachelor of Arts in English from Sacramento State University and a master’s in educational administration from the University of San Francisco. He taught at Holy Spirit School in Sacramento and launched a community school program for expelled students in Pittsburgh Unified. In 1978, he moved to Lake County, where he held leadership roles at Upper Lake and Lower Lake Unified School Districts. In 1987, he joined the Lake County Office of Education, focusing on at-risk youth.

After retiring in 2007, Kirby stayed involved in education, serving on the Lakeport Unified School District Board of Trustees and the North Coast Section of the California Interscholastic Federation Board of Managers.


Congressman Mike Thompson’s office also honored Kirby with a Congressional Record statement, read by representative Luca Moretti. “Phil’s impact on education will continue to be felt for generations,” Moretti remarked. Kirby’s dedication left a lasting mark on Lake County’s educational landscape, shaping policies and programs that benefit students and families. His continued advocacy for student success has ensured that his work endures in the community.

Kirby’s impact extended beyond academics, with a focus on instilling hope in students. He established programs to support students during pivotal moments, particularly in crisis intervention. His leadership provided stability and guidance for families. As Vice Chair and District 4 Supervisor Rasmussen noted, “Phil’s approach was always firm yet compassionate, ensuring every student had an advocate.” Kirby also shaped countywide education policy by creating the School Attendance Review Board and facilitating crisis intervention programs, making schools more responsive to students’ needs. Educator Carolyn Jarrett remarked, “Phil’s presence on campus always made an impact, balancing compassion with authority.”
