The Tree Mortality Crisis in the County of Lake, fueled by drought and bark beetles, poses a dire threat entwined with wildfires. A staggering rise from 3,000 to 590,000 dead conifers between 2019-2022 underscores the urgency for intervention. Dead trees jeopardize roads, habitats, exacerbate fire risks, demanding immediate collective action.

With dead and dying trees posing substantial risks to public safety and fueling wildfire hazards, community involvement in the ROE process (beginning in portions of Districts 1 and 5) is a vital solution.


Local engagement in the Right of Entry Permits (ROE) process empowers residents to safeguard their properties. By opting in and granting ROEs, homeowners enable experts to assess and tackle hazardous trees, fortifying community defenses against wildfires. Tetra Tech's surveys, targeting high-risk locations, aim to protect County infrastructure and facilities.


Active participation in the ROE process is a proactive stance against escalating wildfire threats. Residents' role in tree surveys and vegetation management enhances safety and community resilience. Through unified efforts, Lake County residents can shield homes and nature from wildfires' devastating impacts, forging a safer future for all.

Through active participation in the ROE process as part of the Tree Mortality program, local residents can make a tangible impact in safeguarding their homes, neighborhoods, and natural environment from the devastating effects of wildfires. By working together to address tree mortality and bolster wildfire resilience, residents contribute to a safer, more resilient community for current and future generations.


If you receive an ROE permit in the mail or are interested in participating in the program, please complete a ROE permit.


  • Property owners must opt-in by returning a complete ROE and provide a copy of proof of identification to Lake County electronically to LakeCountyROE@tetratech.com or by mail to: Lake County Tree Mortality Program, P.O. Box 638, Lakeport, CA 95453.


  • If you receive a mailed ROE, please either e-mail a copy of the ROE or mail the ROE as soon as possible to be considered for the initial survey effort. It is very important the program receives sufficient responses to adequately capture the amount of dead and dying trees at each target location.


  • The ROE submitted also opts the owner into a future tree removal program on private property; however, this future removal program is not guaranteed and is pending approval following review of the tree estimate data.


Tree surveys will be conducted by an International Society of Arboriculture Tree Risk Qualified Arborists under the oversight of a California Registered Professional Forester.
